The Galveston County Commissioners have signed a Memorandum of Understanding (MOU) with the State General Land Office to coordinate the closure of Rollover Pass. The MOU requires the GLO to bear all the expense associated with Rollover Pass closure and to build a park and a pier at the Rollover Pass site at the State’s expense. The County must agree to the specific details of the park plan before any pass closure action is taken.
No formal closure action by Galveston County is going to take place yet. The next step is for the County and the GLO to agree on a park and pier plan, and for the agreement on those details to be approved by both parties in writing. The MOU specifically conditions any County action on there first being an approved plan for the park and pier.
